The arrested have been identified as Noor Ahmed, manager and supervisor of the complex under construction, and labour contractor Shabbir, the police added. The police and the BBMP officials are verifying whether there were any deviations in the building plan. BBMP officials have served notices to the builder in this regard, the police said, adding that the labour contractor had been booked as workers were being made to work without any safety gears such as helmets, boots or other precautions. Three labourers lost their lives while one managed to be rescued when a huge mud wall of 25-foot height collapsed over them while they were marking the foundation lines for building a retaining wall.
