Submitted by alvin on Tue, 2016-03-01 18:07 Bengaluru: BBMP Mayor BN Manjunath Reddy on Tuesday directed the Assistant Executive Engineer of MRS Palya Ward 62 to submit a report on the absence of toilets in about 500 houses in the area. Bfirst on Feb 27 had published a story on the ordeal of residents in the ward, especially women who spoke of humiliating existance sans toilets. In the investigation into the denial of citizens' basic rights, Bfirst had reported on how utterly clueless our civic bodies were when it came to their work with each department either being evasive or shifting responsibility. The Assistant Executive Engineer of the ward KC Umesh said he was investigating into the high entry fee for the use of toilet but also remarked that the ward came under BBMP limits though the shanties were earlier managed by the Slum Development Board of Karnataka. “They [slum development board] had given the permission to 'Sulabh Shouchalay' to build a toilet in the area. Thus we may see one Sulabh Shouchalay in the area. But we have observed that Sulabh Shouchalaya is collecting Rs5 for each entry. They said that residents were not familiar with using toilets in the area. They prefer attending call of nature on vacant areas. Also there is no water supply in the area. Therefore they are collecting Rs5 to cope up with water supplies and maintenance charges,” he said. But the confusion over the ownership of the land still persists. AEE Umesh said, “This land belonged to Slum Development Board of Karnataka and later it came under the BBMP. Also, even if it came under BBMP limits, i am not aware where exactly things went wrong. I am not able to conclude anything right now. I am inquiring with the supervisor of the toilet over the high entry fee for using the toilet,” he added. The confusion seems strange considering that the BBMP has to safeguard any land coming under BBMP limits. On Feb 29, Mayor had said, “If the land is located in the limits of BBMP, then the BBMP will act as 'watchman' for that land and BBMP officilas have to be accountable for solving any problems related to the particular land.” Remarkably, Krishne Gowda, husband of the Council Member from MRS Palya Ward 62 Netravathi Krishne Gowda, made the bizarre claim the entire area did not come under the BBMP. “The entire MRS Palya does not come under the BBMP and still it is under the Slum Development Board of Karnataka. We, along with MLA Roshan Baig have given a letter to the BBMP for including the area under the accounts of BBMP,” said Krishne Gowda, muddying the issue further. When Bfirst had brought the issue to the notice of Mayor, BN Manjunath Reddy had said, “I will look into the issue right now. I am sending the concerned officials to the spot to prepare a report on the issue.”
